Where a yacht may burn which fuel is no longer a technical detail. On 1 May 2025 the Mediterranean — the heart of the cruising season — became a sulphur Emission Control Area: 0.10% maximum. It joins the Baltic, the North Sea, the North American coast and the US Caribbean. And the map keeps growing: two new zones, the Canadian Arctic and the Norwegian Sea, on 1 March 2026, followed by a North-East Atlantic zone. Quietly, the air-pollution rules of MARPOL Annex VI have become a planning constraint that touches almost every classic itinerary.
The Mediterranean has dropped below 0.1%
Since 1 May 2025, the Mediterranean as a whole caps fuel sulphur content at 0.10% m/m, against the 0.50% global limit in force since 2020. It is the fifth designated sulphur zone under Annex VI, and it grants no exemption to pleasure craft: the rule applies to all sea-going ships, yachts included.
In practice, most large yachts already burn distillate (MGO) with a sulphur content below 0.10%. For them the change is less about fuel grade than about documentary rigour and sharper inspection scrutiny: compliant bunker delivery notes, fuel-changeover records, and a reminder of an often-overlooked point — since 1 March 2020, a yacht without a scrubber cannot even carry non-compliant fuel on board, not merely refrain from burning it.
2026-2028: the net tightens to the north
The movement does not stop at the Mediterranean. On 1 March 2026 the Canadian Arctic and the Norwegian Sea become Emission Control Areas in turn — the sixth and seventh under Annex VI. The timeline runs in two steps: NOx Tier III requirements apply from 1 March 2026, then the 0.10% sulphur cap follows a year later, on 1 March 2027.
For yachting, the zone that matters is the Norwegian Sea: it begins at latitude 62°N and covers Norway’s exclusive economic zone out to 200 nautical miles, fjords and coastal waters included, reaching the Russian border — precisely the Norway, fjords and North Cape itineraries that are increasingly in demand. The Canadian Arctic will concern only the rare expedition yacht transiting those waters.
One point deserves careful reading. The 0.10% sulphur cap, effective 1 March 2027, applies to the whole fleet regardless of a vessel’s age: that is the item existing yachts must anticipate. The NOx Tier III requirements, by contrast, bite in practice only on new builds — keel laid on or after 1 January 2025 for the Canadian Arctic; building contract on or after 1 March 2026, keel on or after 1 September 2026, or delivery on or after 1 March 2030 for the Norwegian Sea. In other words: tomorrow’s yachts, not today’s. And behind them, a North-East Atlantic zone, adopted in 2025 for entry into force around 2027-2028, will soon bring the Iberian Peninsula, the Bay of Biscay and British and Irish waters under the same regime — the approach routes to the Mediterranean.
Sulphur, scrubbers and the discharge trap
Two routes to compliance: burn fuel at 0.10% maximum, or install an exhaust gas cleaning system (scrubber) that strips sulphur from the exhaust. But a scrubber is no blank cheque. Open-loop systems discharge their washwater into the sea — a discharge now being banned in the very waters where yachts want to cruise: the North-East Atlantic (OSPAR open-loop ban from 1 July 2027, closed-loop from 1 July 2029), the Baltic (Denmark, Finland and Sweden from 1 July 2025), and a growing list of ports. A yacht designed around an open-loop scrubber may therefore have to switch back to compliant fuel on entering ports and coastal waters.
For most vessels, then, the simplest route remains clean distillate, paired with fuel-changeover discipline: a written procedure, and a log entry recording the tank volume, the date, time and position when the changeover is completed before entering the zone and commenced on leaving it (Regulation 14 of Annex VI). And not to be confused with FuelEU Maritime: that instrument governs the carbon intensity of fuel (greenhouse gases), whereas Annex VI targets air pollution (sulphur and nitrogen oxides). Two distinct regimes, tightening in parallel.
Outlook
The throughline is plain: the “where may I burn what” map now overlays almost every signature cruising ground — the Mediterranean, Northern Europe, and soon the Atlantic approaches. For an existing yacht the to-do list is unglamorous but concrete: confirm the bunkers hold compliant distillate, keep changeover records ready for inspection, check the IAPP and EIAPP certificates, and think twice before building a refit around an open-loop scrubber whose discharge window is narrowing. Keeping that baseline current is precisely a ship manager’s job, so that a port-state inspection in Palma, Nice or Tromsø stays a non-event. The direction of travel is one-way: a little less room to burn dirty fuel, every season.
